I imagine the would have developed their relationship during adolescence, but it'd be a long way to play into adulthood from there. The two starting points I had in mind were either pre-Thor, discussing Thor becoming king or comforting one another after discovering their jotun heritage.
Of course we could do adolescence and then a time skip. That works too.
As far as history, both were abandoned to die by Laufey because he was ashamed of them, and instead of having a desire to unite realms Odin just took pity on them. Odin was a distant father, but Frigga was a very attentive mother and Thor a good friend to both of them.
When Thor trains to become a warrior the two try to keep up, but can't match the other warriors in training. Frigga begins teaching them magic, and soon enough they're spending days studying together in the library and nights either sneaking into the other's room for more study or sneaking out into the gardens to practice what they've learned.
Asgard winds up +2 gods of mischief and these two spend a lot of time enduring some kind of punishment for their pranks. As they grow they see themselves as two of a kind, frowned upon by many in Asgard. They find solace in each other's company.
I'm not sure whether their relationship would be frowned on or not. I doubt by Frigga since she loves them dearly and wants them to be happy, but I think Thor might discourage it. No idea about Odin.
Definitely not going to follow the canon timeline. Partway through Thor, but I can't see The Avengers happening, or either one of them abandoning the other to fall into the abyss for that matter.
